With the collapse of the Empire, Telegon was sacked by the Huturl tribes a dozen times over. The city's population dwindled as the residents were killed off by the repeated attacks, and was then subjected to raids by dragons and other monsters as the defenses crumbled. Today, the outer walls and their magical barricades are gone, but the inner city is still protected by solid granite walls, overhead girders and catwalks stretching over the buildings, supported by towers, and the constructs and spells of its priests.
The city is dominated by the ruling nobles of fourteen families. They control trade, diplomacy and
religion (a carryover from the Kadian emperor-kings and their churches). The fourteen Prelates,
as they are called, sit together at the House of Iskur once per month to debate policy issues and
issue mandates. The collected rulings of the Prelates stand as the body of law in Telegon,
replacing the Imperial law of the Kadian Empire.
